Monika Kurovszky 21c2678784 SA04-008: gnathub --dry-run without project file 
A new behavior is added to --dry-run switch in
  order to be able to run it without project file
  and list GNATdashboard predefined plugins.
  The old behavior is kept unchanged.

  Adding specific test for "gnathub --dry-run"
