Lespinasse 4fec8fadaa WebUI : offline mode and codepeer_bridge pre-run

- Codepeer_bridge pre-run added
	- New API route added to check server connection
		and codepeer run
	- Review of all the architecture of the function
		depending on the server status
	- Added the status server mode span
