Issue #1717: rename tp_compare to tp_reserved. I'll change the
type of tp_compare in a separate commit, for ease of reversion

Define PY_SSIZE_T_CLEAN at the top of the dbm module. This should fix the
segfaults on the PPC64/Debian buildbots.
