the fullpath buffer, not PATH_MAX. fullpath is declared using MAXPATHLEN or
MAX_PATH depending on the OS, and PATH_MAX is not declared on IRIX.

The environment variable PYTHONHASHSEED and the new command line flag -R control this
behavior.
