Add a new struct_size field to PyPreConfig and PyConfig structures to
allow to modify these structures in the future without breaking the
backward compatibility.

but only initialize _Py_dll_path.
sys._base_executable is now always defined on all platforms, and can be overridden through configuration.

We cannot use "unsigned int" for exitcode on Windows, since
Py_Main() and _Py_RunMain() always return an "int".

exception and set exitcode to 1 in case of error.
