b362f75f6e Issue #25523: Correct "a" article to "an" article 
This changes the main documentation, doc strings, source code comments, and a
couple error messages in the test suite. In some cases the word was removed
to fix the grammar.

1aa2c0f073 Issue #23865: close() methods in multiple modules now are idempotent and more 
robust at shutdown. If needs to release multiple resources, they are released
even if errors are occured.

b42c53e442 Issue #10883: Fix socket leaks in urllib.request. 
* ftpwrapper now uses reference counting to ensure that the underlying socket
  is closed when the ftpwrapper object is no longer in use
* ftplib.FTP.ntransfercmd() now closes the socket if an error occurs

acbe3bdbab Issue #6845: Add restart support for binary upload in ftplib. The 
`storbinary()` method of FTP and FTP_TLS objects gains an optional `rest`
argument.  Patch by Pablo Mouzo.

(note: the patch also adds a test for the rest argument in retrbinary())

4f1b1ed975 Fixed the semantic of timeout for socket.create_connection and 
all the upper level libraries that use it, including urllib2.
Added and fixed some tests, and changed docs correspondingly.
