Issue #5753: A new C API function, :cfunc:PySys_SetArgvEx, allows
embedders of the interpreter to set sys.argv without also modifying
sys.path. This helps fix `CVE-2008-5983

Python 2.6 should stick with PyString_* in its codebase. The PyBytes_* names
in the spirit of 3.0 are available via a #define only. See the email thread.
