Add --with-platlibdir option to the configure script: name of the
platform-specific library directory, stored in the new sys.platlitdir
attribute. It is used to build the path of platform-specific dynamic
libraries and the path of the standard library.
It is equal to "lib" on most platforms. On Fedora and SuSE, it is
equal to "lib64" on 64-bit systems.

bpo-28552, bpo-7774: Fix distutils.sysconfig if sys.executable is
None or an empty string: use os.getcwd() to initialize project_base.
Fix also the distutils build command: don't use sys.executable if
it's evaluated as false (None or empty string).
Fix CFLAGS in customize_compiler() of distutils.sysconfig: when the
CFLAGS environment variable is defined, don't override CFLAGS variable with
the OPT variable anymore.

bpo-32430: Rename Modules/Setup.dist to Modules/Setup
Remove the necessity to copy the former manually to the latter when updating the local source tree.
The AST_H_DIR variable was removed from Makefile.pre.in by the commit
a5c62a8e9f (bpo-23404).
AST_H_DIR was hardcoded to "Include", so replace the removed variable
by its content.
Remove also ASDLGEN variable from sysconfig example since this
variable was also removed.
plat-$(PLATFORM_TRIPLET).
Rename the config directory (LIBPL) from config-$(LDVERSION) to
config-$(LDVERSION)-$(PLATFORM_TRIPLET).
Install the platform specifc _sysconfigdata module into the platform
directory and rename it to include the ABIFLAGS.
is overriden with the CC environment variable, use the new compiler as
the default for linking if LDSHARED is not also overriden. This restores
Distutils behavior introduced in 3.2.3 and inadvertently dropped in 3.3.0.
