1438c2ac77 bpo-41845: Move PyObject_GenericGetDict() back into the limited API (GH22646) 
It was moved out of the limited API in 7d95e40721.
This change re-enables it from 3.10, to avoid generating invalid extension modules for earlier versions.

ffedd9ad2a bpo-35134: Create Include/cpython/dictobject.h (GH-10732) 
* Move dictobject.h code surrounded by "#ifndef Py_LIMITED_API"
  to a new Include/cpython/dictobject.h header file.
* Add PyAPI_FUNC() to _PyDictView_New().
* Reorganize dictobject.h: move views and iterators at the end.

KeyError could be raised when cached function with full cache was
simultaneously called from differen threads with the same uncached arguments.

611b0fa94c Add _PyDict_CheckConsistency() 
Issue #28127: Add a function to check that a dictionary remains consistent
after any change.

By default, tables are not checked, only basic attributes. Define DEBUG_PYDICT
(ex: gcc -D DEBUG_PYDICT) to also check dictionary "content".
