Adding `max_num_fields` to `cgi.FieldStorage` to make DOS attacks harder by
limiting the number of `MiniFieldStorage` objects created by `FieldStorage`.

f79126f373 Issue #18394: Explicitly close the file object cgi.FieldStorage 
caches.

Eliminates the ResoureWarning raised during testing.
