Use localhost on server for all regression tests.

This is to ensure proper error to bind when IPv6 is not available
and so get proper fallback on IPv4.

regtests: Allow testcase to declare resources to copy on target

This is not enough to make 0007_dirop pass, since run_cross neither copies
recursively nor preserves file attributes, but it does let the "upload"
tests pass.

Fix filename encoding in upload service.

The filename must be properly encoded by the client and decoded
when reading the actual file on disk by the server.
Fixes T302-037.

Add the process id to the upload file local name.

This is to ensure unique id accross AWS instances and so avoid
name clashes.
Update the regression tests accordingly.
