9b73dd097e Add make spellcheck target and GitHub Action 
Spell check Ada files subset using `aspell` with a bit of
filtering:

 * Drop hexadecimal numeric literals to avoid checking of A..F
   combinations

 * Drop apostrophe in attribute reference (can't drop it in any
   cases, because we need to keep it in comments for "doesn't",
   etc.)
