322358fecd Makefile: add --install-name arguments for gprinstall 
This argument allows to install VSS on top of an existing installation,
to work around the following installation error:

   Project file vss_text.gpr is different from the one currently installed.
   Either:
      - uninstall first using --uninstall option
      - install under another name, use --install-name
      - force installation under the same name, use --install-name=vss_text
   gprinstall: gprinstall-install.adb:2808

8687e316c0 Add GPRFLAGS variable to Makefile 
to provide extra options for gprbuild/gprinstall. We will use it
to provide `--target=xxx` for cross-compile libraries.
