Thomas Quinot f3092027f2 Overhaul of the Makefile infrastructure to factor out more

common stuff. All Makefile.ams now ultimately include
$(top_srcdir)/Makefile.common.

README for PolyORB Tools

PolyORB provides some helper tools

po_catref : output information held in a stringified reference,
	  e.g. CORBA IOR, corbaloc or URI

po_names : generic naming server, compatible with CORBA COS Naming
	 API. To be used when no dependences on CORBA is required.
