d6e9f0b9d5 Generate configure 
Make `configure` available in the repo.

`utils/prepare_distrib -G .` can be used to generate `configure`
`utils/adapt_configure -R <release> -V <version<` can be used to set the
polyorb version.

f098c5160c Do not use the same name SVNREVISION for both an M4 macro and an 
Autoconf
substitution, as this creates confusion and causes incorrect
substitutions
to occur in the ouput.

a437d0bb05 Reorganization of autoconf setup. 
This change removes the need for the prepare_distrib script to modify
configure.ac. Instead, when preparing a source package, an additional
file is created (support/distrib.m4) which contains appropriate
definitions
to tweak those settings that need to be changed from their default value
(which is used when building straight from an SCM checkout).
